When I watched a YouTube video called "SERCO -- the biggest company nobody has
heard of" [link below] I thought the company name was fictitious in order to
make a good spoof. Upon further research I discovered that the scary but
somewhat humorous ending was more truth than fiction regarding SERCO s global
influence. Upon further research I discovered that the video is very factual
and probably not as alarmist as it should be.
It appears that the British have tapped into a huge new business -- exporting
prison services, and running government agencies in countries over the entire
world. The British owned company runs all seven of the immigration detention
centers in Australia and most of them in the UK. In Canada SERCO has a variety
of government contracts -- they even control driver s licenses and collect
parking meter fees. SERCO runs prisons all over the world including in the
U.S. Large segments of our immigration system are outsourced to SERCO as well
as important pieces of national security.
SERCO could be the closest thing we have to a one-world entity that runs
governments. In the United States and Britain, just about the entire
governments of both countries have been outsourced to SERCO. You think I m
exaggerating, right?
The following is a partial list of U.S. government agencies that outsource
work to SERCO. The first part of the list is emphasized because they raise big
red flags in regards to immigration. Read about their U.S. government

Serco locks in growth with prison contracts

Britain used to send prisoners to Australia: now it sends prison services.
Or at least Serco Group does. The FTSE 100 company secured a #180 million
five-year contract from the Australian Government yesterday to run seven adult
immigration detention centres across the country, as well as escorting and
transporting its wards overseas. The deal marks a further expansion of Serco s
footprint Down Under, where it already runs prisons in Queensland and Western
Australia and provides port and garrison services to the Armed Forces.
Not that it is losing its touch at home. With perfect timing, the company also
announced said that it had been chosen by the Ministry of Justice to run two
new prisons in London and Liverpool in a deal worth #600 million.
Taken together, those contracts mean that Serco has picked up #1 billion of
work since its annual meeting in May -- or more than #2 billion in total since
the start of the year, including #500 million through three government welfare
to work schemes to assist the long-term unemployed.
That is encouraging, given that disappointment surrounding contracts was one
of the hallmarks of Serco s previous financial year -- specifically, its
failure to win the #1.3 billion-a-year contract to decommission Sellafield,
Britain s biggest nuclear site.
More broadly, yesterday s deals put Serco firmly on track to meet its target
of producing 10 per cent growth in underlying sales in 2009. It was already
sitting on a #16.3 billion order book and had more than three quarters of next
year s sales in the bag, and those numbers will only have risen further.
The flipside of contract success is that a flurry of bidding activity has
placed demands on Serco s working capital, which has risen year-on-year and
may hamper the company s efforts to convert profits into cash.
However, Serco claims to be making "excellent progress" in the integration of
SI International, the American company it bought for $423 million last year.
Looking out for the imprisoned and unemployed are not the sort of niches that
might set pulses racing, but the momentum behind the trends in public sector
outsourcing that they represent remains strong.
It means that at 423=p, up 10p, or 16 times current-year earnings -- a
discount to Capita, its rival -- there is every reason to hold on.

Prisons

prison management from the English speaking world and Europe. This mainly
comes from the United States where private and not-for profit organisations
have been extensively involved in providing support services in the custodial
sector since the 1970's. Australia and the UK have more recently (since the
early 1990's) opened prison operations to competition whilst in Europe this
market has not been as extensively developed or studied.

Most of the public will never have heard of Serco, a FTSE 100 company that
does all of the above and more.
Led by South African Chris Hyman, Serco is also making money doing it and
today underlined it is proving one of the recession winners. Profits in the
first six months of the year - one of the toughest the UK economy has faced
for decades - jumped 33pc to #83.4m.
However, Serco's journey into the DNA of Britain's public infrastructure, like
those of rival support services companies Capita and Interserve, began before
the recession arrived.
All have benefited from the growing culture of outsourcing services under
Labour, and Serco expects this trend to continue as the gaping hole in the
public finances forces the Government to cut back.
Serco has secured a record number of contracts in 2009 so far, worth #4bn, as
its revenues climbed 30pc to #1.95bn.
The deals includes a contract to design, build and operate Boris Johnson's
cycle hire scheme for London and to operate two new prisons at Belmarsh in
London and Maghull in Liverpool.
These come on top of Serco's existing services, which include operating
London's Docklands Light Railway, running the Northern Rail and Merseyrail
train networks, providing the Ministry of Defence with air surveillance and
control systems, and delivering infrastructure and intelligence to the UK
Border Agency.
To complete the list, Serco also has a six-year contract with Ofsted to run
inspections in the Midlands at schools and further education colleges. In
defence, the company is battling to win the rights to run the Army's
recruitment programme and already helps to train armed forces about using
Britain's fleet of aircraft, such as the Chinook and Apache helicopters.
In partnership with Lockheed Martin and Jacobs Engineering, Serco also manages
the Atomic Weapons Establishment, which provides and maintains Britain's
atomic warheads.
Revenues from civil government work increased 49pc in the period and a bullish
Serco expects this trend to continue, giving it even more control of Britain's
infrastructure. The company estimates that local authorities have endured a
#4bn deficit in income for over the last two years as a result of the
recession and that, by 2012 it will have revenues of #5bn.
In the results, Mr Hyman says: "The financial crisis and subsequent economic
slowdown means that governments around the world are contending with
increasing demand for high quality services whilst also facing a sharp
deterioration in public finances. They continue to experience growing demand
for quality services from their citizens.
"We believe this is also leading to a greater acceptance of innovative ways of
achieving these changes, a broader range of markets to be addressed, and an
increase in the size and term of change programmes in order to achieve the
scale of efficiencies required.
Not surprisingly, the shares rose 4pc following the results.
